This position plans, directs, and coordinates procurement activities in support of overall strategic and operational business objectives. Manages and evaluates the performance of procurement staff procuring products, services, and construction work. Ensures compliance with legal requirements in accordance with established standards from FTA, Milwaukee County and other Federal, State, and Local regulations as applicable.

ESSENTIAL FUNCTIONS:

  1. Provides oversight of all procurement staff and procurement process for all MCTS departments.
  2. Supervises Contract Administrators, Purchasing Agent/Specialist, and Clerk.
  3. Creates, updates and follows Procurement Policies and Procedures. Trains applicable MTS staff as necessary to required competence to perform effectively.
  4. Plans, assigns, manages annual procurement plan.
  5. Oversees purchasing process and contracts administration functions, including all change orders
  6. Works with staff to conduct pre-bids/pre-proposals with potential contractors, documents all discussions, prepares contract award recommendations, monitors contractor activities to ensure compliance with the provisions of the contract and maintains comprehensive contract files to meet Federal and State procurement requirements.
  7. Handles all Protests and Appeals of contract awards as needed.
  8. Manages bidding, stocking and purchasing of bus and maintenance materials to meet existing demands in a timely manner. Develops and updates Procurement strategies for these parts.
  9. Coordinates with Warehouse Manager on material receipts and disbursements as needed.
  10. Supervises the use and implementation of the computerized procurement system, partnering with IT on upgrades, changes and replacements.
  11. Negotiates and maintains contracts, warranties and service agreements.
  12. Works with staff to assess vendors for quality, reliability and price.
  13. Authorizes the issuance of purchase orders and/or contracts.
  14. Prepares and monitors department budget.
  15. Liaisons with MCDOT (Milwaukee Co. Dept. of Transportation) on current and future procurements as well as administrative requirements..
  16. Interfaces with all departments and manages department needs. Develops and reports on customer service metrics.
  17. Sourcing projects.
  18. Supervises requisition procedures.
  19. Ensures compliance with all procurement statutes and regulations.
  20. Submits periodic reports on procurement department performance to executive management
  21. Performs other duties as required.


QUALIFICATIONS:

  1. Bachelor's Degree in Business Management, Supply Chain, Public Administration or related field required.
  2. Seven (7) years of related procurement experience.
  3. Two (2) years of supervisory experience required.
  4. Experience in public transportation or similar government structure preferred.
  5. Holder of a professional certification (I.S.M., NIGP, NCMA) desirable


KNOWLEDGE, SKILLS, AND ABILITIES:

  1. Knowledge of federal, state, and local regulations affecting procurement, such as FTA CFR 4220.1F, 2 CFR, and DBE (disadvantaged business enterprise) program and County TBE (targeted business enterprise) programs.
  2. Knowledge of labor contract and union environment.
  3. Knowledge of vendors, supply chain and products, and associated markets.
  4. Knowledge of bus parts and garage needs.
  5. Skilled in computer operations and spreadsheet, word processing, presentation and related software.
  6. Ability to manage conflict and balance competing interests from multiple stakeholders.
  7. Ability to develop and execute company strategies to attain outcomes for set goals.
  8. Ability to develop and maintain effective and appropriate working relationships.
  9. Ability to manage others.
  10. Ability to communicate effectively, both verbally and in writing.
  11. Ability to work independently.

PHYSICAL REQUIREMENTS AND ENVIRONMENTAL FACTORS:

  1. Work is frequently conducted in an office or similar indoor environment relatively free from unpleasant environmental conditions or hazards. Incumbent may sometimes be in a warehouse or shop environment.
  2. Physical requirements are those described as sedentary work, which includes exerting ten (10) pounds of force occasionally, a negligible amount of force frequently and/or constantly having to lift, push, pull or otherwise move objects, including the human body.
